Do I Need a Permit for Roof Repairs?
For anything beyond very minor maintenance, yes. Roof replacements always require a permit; repairs beyond small thresholds do too. The permit isn’t red tape for its own sake — it’s what forces the work to meet the High-Velocity Hurricane Zone (HVHZ) provisions of the Florida Building Code, the strictest wind standards in the country.
What Is the 25% Rule?
The Florida Building Code’s 25% rule says: if more than 25% of a roof section is repaired, replaced or recovered within a 12-month period, the entire roof section must be brought up to current code — which usually means full replacement of that section.
Practical example: a storm damages a third of your tile roof. You can’t legally just patch that third with new tile over old underlayment — the whole section has to be redone to current standards. This surprises a lot of owners mid-claim, so factor it into repair-vs-replace decisions and insurance claims early.
Note: recent Florida law softened the rule for roofs already built to 2007+ code — those may qualify for repair-only. A licensed roofer can tell you which side of the line your roof falls on.
What’s an NOA and Why Should You Care?
Every roofing product used in Miami-Dade — tiles, shingles, underlayment, fasteners, membranes — must have a Notice of Acceptance (NOA): proof it passed Miami-Dade’s wind, impact and aging tests. When comparing quotes, ask each contractor which NOA-approved system they’re pricing. A cheap bid using non-NOA materials isn’t a bargain; it’s an inspection failure waiting to happen.
The Inspection Stages on a Typical Re-Roof
- Tin cap / dry-in inspection — after tear-off and underlayment, before the finish roof goes on. The inspector checks deck nailing and underlayment attachment.
- In-progress inspections — for tile (mortar/foam placement) and some systems.
- Final inspection — the whole assembly is verified and the permit is closed.
An open (never-finaled) roofing permit is a classic headache discovered during home sales. Always confirm your contractor closed the permit.
