Shingle re-roofs work differently: in the High-Velocity Hurricane Zone, old shingles come off — code does not allow a second layer over the first here. What makes it a smart re-roof is what happens next: the deck re-nailed to current standards, a sealed secondary water barrier, and new HVHZ-rated shingles, often for meaningfully less than homeowners fear. On flat and low-slope sections, a membrane recover over a dry, sound existing roof is sometimes allowed — we test first and tell you straight.
